I don't think he appears next to you i remember having to look around for him after finding the skull, looking at the Find Arvak's Skull bugs list it sounds like he may possibly glitch and appear back where you first talked to him too. It adds a few of the stealth perks for good measure and the quiet casting perk for his abilities and spells. It grants him a few bonus stats for better survivability like extra armor, health, health regen, damage reflection and spell absorption. If you are standing, say, outside of Whiterun and get on Arvak, then Arvak is your horse, and most horses would return to the stable where they were bought from. However, Shadowmere won't start walking to the Sanctuary; which implies that he doesn't have a default stable. I found the skull by chance but don't know where the soul is to return it. I searched here, on Internet maps, on videos, but mostly the focus is on the skull location, rarely the soul location. And when Arvak's owner is indicated, it points to a location just before the wall that you go through coming from the start portal, but no soul to be found. Can anyone tell where this soul is, like near ... .
